Advocacy Updates on Bill C-282 & other Private Members' Bills

CCA - October 7, 2024

Update: Bill C-282

Bill C-282, An Act to amend the Department of Foreign Affairs, Trade and Development Act (supply management), continues to make waves across government. The Bloc Québécois has made passing this bill a condition for their continued support of the Liberal government. Their ultimatum is that Bill C-282, along with their other priority, Bill C-319, must receive Royal Assent by the end of October, or they will withdraw their support from the Liberals.

Bill C-282 has passed in the House of Commons and is now in the Senate, being considered in committee. The Canadian Cattle Association (CCA) and the Canadian Agri-Food Trade Alliance (CAFTA) have joined forces, working diligently to ensure this bill does not pass in the Senate. CAFTA has already appeared before the committee to speak against the bill, and CCA is expected to do so in the coming weeks. CCA has been vocal in its opposition to Bill C-282 from the beginning, and we continue to seek allies outside the agricultural sector, as this bill will impact all industries dependent on trade. Our aim is to encourage other affected sectors, which have not yet spoken up, to voice their concerns and oppose this bill.

Other Bills to Consider:

  • C-293: An Act respecting pandemic prevention and preparedness: Although this bill has attracted some media attention, its progress in the Senate has been slow, and it is still at the second reading stage. CCA has made it clear to senators that this bill must be amended before it can pass. There is little support for the bill currently, and we do not anticipate this changing in the near future.

  • C-355: An Act to prohibit the export by air of horses for slaughter and to make related amendments to certain Acts: This bill is also at the second reading stage in the Senate. CCA is monitoring the discussions to better understand who our allies may be as we move forward on this issue.
